Understanding Net Metering and Self-Generation in BC: How It Works with BC Hydro and FortisBC

If you're considering solar power for your home or business in British Columbia, understanding how net metering or self-generation works is key. These programs allow you to generate your own renewable electricity (like from solar panels) and get credit for the excess energy you feed back into the grid. In BC, the two main utilities — BC Hydro and FortisBC — both offer programs that support self-generation, but the rules and benefits differ slightly between them.

Here's a breakdown of how each program works:

BC Hydro's Net Metering Program

BC Hydro's Net Metering Program is designed for customers who generate electricity using a clean or renewable resource, such as solar, wind, or hydro. You remain connected to the grid, which means you can draw power when you need it and send excess power back when your system produces more than you consume.

Key Features:

  • System Size Limit: Up to 100 kW of generation capacity.

  • Energy Credits: When you generate more power than you use, BC Hydro credits your account for the excess at the retail rate.

  • Carry-Over: If you generate more than you consume over the course of a billing period, your surplus credit rolls over to the next billing period.

  • Annual Reconciliation: Once per year (in March), any remaining credit on your account is paid out in cash at BC Hydro's wholesale rate — which is lower than the retail rate.

This setup allows you to offset your electricity bills, but any overproduction is better used throughout the year than banked excessively.

Application Process: To participate, you'll need to apply for interconnection approval and provide technical information about your system. Once approved and installed, your system will be connected through a bi-directional meter.

FortisBC's Net Metering Program

FortisBC offers a similar program for customers in its electric service area (primarily in the Southern Interior). Like BC Hydro, FortisBC allows you to generate electricity and send the excess back to the grid for credit.

Key Features:

  • System Size Limit: Also up to 100 kW.

  • Energy Credits: Surplus energy is credited at the customer's retail rate, which helps maximize your return on investment.

  • Annual Reconciliation: FortisBC performs an annual reconciliation in March. Unlike BC Hydro, any remaining credits are also paid out at the retail rate, making Fortis's program slightly more favourable.

Application Process: Similar to BC Hydro, the interconnection process requires you to submit technical specifications, comply with safety requirements, and receive approval before connecting.
